Kahlil Simeon-Rose has spent his career at the intersection of gambling research, policy, and industry practice. As Director of Social Responsibility at BCLC, he co-developed GameSense — a responsible gambling program subsequently licensed by multiple jurisdictions and private operators. He co-developed the Positive Play Scale, the first standardized measure of responsible gambling behavior, now adopted by leading operators across North America and Europe. He co-developed RG Check for iGaming at the Responsible Gambling Council — the gold standard for responsible gambling accreditation.
He has served as a consultant to casino operators, lotteries, sports betting platforms, regulators, and courts across North America, Europe, and Australasia. His research has been recognized with two National Council on Problem Gambling Annual Research Awards (2015, 2021), and he was named to Global Gaming Business’s Emerging Leaders of Gaming “40 Under 40.”
Playbook draws on all of it. A complete, deployable brand system — identity, messaging library, templates, interactive game guides, and jurisdiction modules — released under a Creative Commons license so anyone can use it, customize it, and ship it without asking permission. It’s the tool he wished had existed years ago.
